Why we haven’t addressed mainstream adoption. Conceptual images of the problem of skills adoption.

Complexity, ease/difficulty of skills perception.
Mainly WCAG focused messaging and training at that level. 
Relevance to own context and whose responsibility.
Progress is slow even with it being legal requirement need. Not in the mainstream.
Empathy is vital to understand and appreciate the context of applying digital accessibility.

These elements fit particularly well with technology acceptance model as variables of success/failure. Also the theory of innovation-asking why is it not happening, reverse the TAM model back to potential causes. (Perception, attitude, simplicity)

Technology acceptance model as a wider theory or framework to design questions and analysis of data. Based/adapted from behaviour acceptance model. Engagement and lack of it about perception of usefulness and complexity.

Would aiming learning around empathy and contextual understanding help make people engage and accept the learning more effectively. And at a young age the potential of this being a powerful underpinning to make this more mainstream, sympathetic and applicable.

Thoughts from the swimming pool and depth of knowledge model. Knowledge classified in training courses for awareness, applying basic concepts to content and WCAG is more in-depth. Most advice and guidance around digital accessibility on the web is aimed at WCAG and web development too.
Basics that help it make sense are the first items in Bloom's taxonomy of knowledge development.

Complexity perception is why we need to underpin and start with the basics
Not in the mainstream yet - diffusion of innovation model, possibly due to lack of engagement - assumption of complexity (study that has the issue with name 'accessibility' and 'SCULPT' article) - also people don't easily engage, as they assume it's not for them, e.g. WCAG is web.

Basics are simple to learn and can be easily learned at scale, the underpinning of why - empathy and understanding works best

WCAG and regulations is where the current messaging, advice and guidance is targeted which is why the perception is potentially that it's complex, about coding and the job of IT.

Knowledge needs to be underpinned by awareness first and then that can be applied as you then understand the context.

Start at the beginning and build skills and awareness to form an ongoing understanding over time. E.g. lifelong knowledge so learn it early?

Early knowledge is information you can relate to and no depth of technical skills, later knowledge is in-depth, technical and wrapped and framed also around legal compliances, and as most advice and guidance on the internet is aimed her it’s perceived as specialist expertise, complex and technical. Therefore people are put off and also can’t relate that to their everyday. We are framing it wrong which is possibly why progress and adoption is slow. 

SCULPT sits in the reframed perspective to keep the skills simple and relative to everyday use and purpose. That’s why it gained attention. Any education for everyday adoption should be relevant to the person learning, simple and easily achievable. That may help with successful mainstream engagement and adoption. Microsoft model also helps contextualise it situationally so everyone can relate as it affects them too, e.g. not having headphones and there are no captions, images not loading on poor internet connection and alt text being helpful and sun shining on screen so poor contrast text can’t be read. 
Beyond that simple concepts like CamelCase hashtags and emojis having alt text do they read out too could be easy to grasp.

If targeting guidance at tech level is this why ‘actual use’ at the end of the of the TAM model is why there is poor take up and progress (working it backwards- like lean and identifying blockers)

Teaching for inclusion awareness in society not as a digital skill set?

E.g. explore this in more depth.
The Theory of Reasoned Action (TRA) (Source: Fishbein & Ajzen (1975)) The difference in capacity of attitude vs. subjective norm to predict behavioural intention is contingent on the context. For example, attitude will be the main predictor of behavioural intention when self- influence is stronger than perceived subjective norm. On the other hand, subjective norm would be the main predictor of a behavioural intention for behaviours in which normative implications are dominant. Subjective norm may be more salient during the early stages of technology diffusion if users have limited knowledge that forms the attitude toward the use of the technology (Taylor and Todd 1995).

Can we help young people engage by building a toolkit 

Intro thoughts:

Intro basic: Factual intro
World changed - digital by default/ digital first
Equality act - reasonable adjustments now extend to digital
Legal context nationally and internationally - do this as history- a bit more historical context.
Job market and new roles being developed
Qualifications emerging as our world and workplace change.
Assistive technology advances, however - fact of inaccessible content does not work on assistive technology.
Factual- not on curriculum - but we need to start educating our young people for future demands and accelerating digital trajectory.

To explore how a curriculum of this nature can be developed - Literature review 

Structure 

Before- ontological perspective- disability and our understanding of it is socially constructed and there are multiple perspectives of what is needed to meet the needs of those with additional needs. 
There are two aspects of thought that determines how people relate to disability- medical model and social model.

Discussion of how society views disability.

This research takes the lead from the social model that has informed the legal positions of governments and the disability community. Environment and society disables people- give examples.

It is this ontological positioning and set of beliefs that frames and influences this research and will also inform what data will be collected as part of this study.
