Framing the baseline

To be able to plan any curriculum intervention or update we need to ascertain what level those we are teaching it to are at as well as those who need to teach it. At primary and secondary school levels it is very unlikely learners will be able to master the full WCAG requirements, it’s more likely they need to grasp the introductory conceptual understanding of digital accessibility and the needs that brings. This baseline awareness and practice principles. Forming this baseline is that starting point to introduce the subject into the curriculum as a society need, and consider it in the context of the social model of disability, what some of the basic barriers are and the basics that can begin to address them.

Back up with psychological theory of learning capability at that age Piaget, Vygotsky, Bruner?
